NEET UG 2025 COUNSELLING PROCESS

The NEET UG 2025 Counselling for successful candidates under 15% All India Quota seats and all seats in Deemed Universities/Central Universities/Seats of ESIC & AFMC, including Delhi University, BHU & AMU, will be conducted by the Directorate General of Health Services (DGHS) on behalf of Medical Counselling Committee (MCC), tentatively starting in the second week of June, for admission to MBBS and BDS Courses. The Counselling for admission to seats under control by other States/Universities/Institutions shall be conducted as per the notifications issued separately by the authorities concerned. The admitting/counselling authorities will draw a merit list of the candidates in their respective categories, declared by candidates at time of applying to admission/counseling.

Counselling for Seats Under 15% All India Quota and All Seats in Central Institutions Including AFMC, ESI, Delhi University (DU), BHU, & AMU, and Deemed Universities

  1. Online Counselling will be conducted by the Medical Counselling Committee of the Directorate General of Health Services. Information for online Counselling will only be available on the Medical Counselling Committee (MCC) website at www.mcc.gov.in. Qualified candidates are advised to read the Counselling-related information carefully and understand the course of action to be taken for appearing in the Counselling. The Counselling for NEET UG 2025% All India Quota seats will be conducted in two rounds, and the Counselling for Central & Deemed Universities will be conducted in three rounds: First Round, Second Round, and Mop-Up Round. Any queries related to 15% All India Quota, Central Institutions, including AFMC, ESI, Delhi University (DUU), BHU, BHU, & AMU, and Deemed Universities Counselling, may be referred to the following.
  2. For all Counselling-related queries, including the scheme of Counselling and FAQs, please refer to the website www.mcc.gov.in. Candidates are advised to regularly update themselves with circulars, notices, and news events from the above website.

Counselling for Seats Other Than 15% All India Quota Seats

  1. Candidates wishing to apply for admission to State Medical Colleges/Universities/Institutions using the merit list of NEET UG 2025 shall follow the instructions of the State Government and/or authorities of the Medical/Dental Colleges/Institution/University concerned for Counselling. Counselling for Private Medical Colleges (except Deemed) will be handled by the respective State Governments.
  2. The admitting/Counselling authorities will draw a merit list of candidates in their respective categories, as declared by the candidates at the time of applying for admission/Counselling. The NTA will not make any changes to candidate data after the opportunity for correction closes. Under no circumstances will the NTA change data submitted in the online application form after the result declaration.
  3. In the application form, candidate categories have been obtained as per the Central List for Universities. For Counselling and admission to seats other than 15% All India Quota Seats, candidates will register for Counselling based on their eligibility by giving the category as per the State category list, and the merit list will be prepared accordingly by the concerned Counselling authority. The domicile criteria will be as per the State concerned, and the NTA has no role in this. During Counselling, eligibility criteria, self-declarations, and various documents of eligible candidates shall be verified per the norms specified by the respective authorities and/or Medical/Dental Colleges.

Note: All medical colleges in India, including AIIMS and JIPMER institutions, will admit students based on NEET 2025 marks. Qualified candidates can start preparing for All India and State-level NEET 2025 Counselling sessions for admission. For government medical colleges, Counselling for 15% of seats is conducted by the MCC, while the remaining 85% seat Counselling is handled by state Counselling authorities. For Deemed and Central Universities, Counselling for 100% of seats is done by the MCC. Counselling for admission to private and self-financed colleges is entirely managed by the respective state Counselling authorities or committees.

NEET UG Counselling 2025 – Step-wise Procedure

Registration

Step 1 – New User Registration

Candidates need to click on the link provided above to register for NEET UG Counselling 2025. Submit details such as stream (Medical/Dental), NEET UG roll number, application number, candidate’s name, date of birth, security pin, etc., and click the ‘Submit’ button. An agreement page will appear, offering options to click ‘I Agree’ or ‘I Don’t Agree’. To continue, candidates must click ‘I Agree’. Login credentials will be displayed, and candidates should note them down, protecting the password with a security question.

Step 2 – Submission of Personal Details

In this step, candidates must submit to details like mother’s name, father’s name, and address. Click ‘Submit’ to enter personal information. These details cannot be changed later, so they must match the documents submitted during admission.

Step 3 – Payment for Counselling

Candidates must pay a non-refundable registration fee and a refundable tuition fee via online methods like Credit/Debit Card or Net Banking. The table below details the fees:

Step 4 – Registration Slip

After submitting details, a registration slip will appear, which can be printed for use in the admission process. Click ‘Login’ to continue.

Choice Filling

Step 5 – Available Choices

The ‘Available Choices’ link will activate when Counselling begins. Available choices will display on the left side of the screen. Candidates who paid fees for both 15% AIQ/Central Universities and Deemed Universities can apply for both seat categories.

Step 6 – Selecting Choices

Click the ‘+’ button next to each preference to select choices. Selected choices move from the left to the right side of the screen. After selecting, click ‘Save & Continue’ to proceed or ‘Save & Go to Home Page’ to save and exit. Candidates can move choices up or down, delete them, or drag to reorder.

Choice Locking

Step 7 – Choice Locking

Locking choices is mandatory for final submission in NEET UG 2025 Counselling. Choices can be modified until locked. If not locked, filled choices will be considered final and auto-locked on the notified date.

Step 8 – Take a Printout

Print the filled choices for reference in the Counselling process. Unlocked choices can also be printed after the locking period ends.

Step 9 – Seat Allotment

Seat allotment results will be declared after each Counselling round, released as a seat allotment list and letter. The list includes the candidate’s name, roll number, allotted category, college, quota, and course. The seat allotment letter, a key document, must be submitted during reporting to the allotted college along with other mandatory documents.

Step 10 – Reporting to the Allotted College

Candidates must report to the allotted college to complete admission formalities, submitting the original copies of the following mandatory documents:

Documents Required

Original documents (with attested photocopies) for admission to undergraduate medical courses under 15% All-India Quota seats, required at the time of joining, are:

  • NEET 2025 Admit Card issued by NTA
  • NEET 2025 Result/Rank Letter issued by NTA
  • Date of Birth Certificate (if not on Metric Certificate)
  • Class 10th Certificate
  • Class 10+2 Certificate
  • Class 10+2 Marks Sheet
  • Eight (8) passport-size photographs, same as on the application form
  • Provisional allotment letter generated online
  • Proof of identity (Aadhaar/PAN/Driving Licence/Passport)

If applicable:

  1. SC/ST Certificate issued by the competent authority in English or Hindi, with sub-caste clearly mentioned. Some states require an English version. If in a regional language, include an attested translated copy in English/Hindi.
  2. OBC Certificate issued by the competent authority, matching the Central List of OBC. Candidates must not belong to the Creamy Layer. The certificate must follow the standard format in the prospectus/information bulletin.
  3. Disability Certificate issued by an authorized Medical Board for 21 Benchmark Disabilities per the Rights of Persons with Disability Act 2016. No other PH certificate will be accepted. Check allotted college information for additional document requirements.

Note: Candidates without original certificates/documents will not be admitted. Those with originals deposited elsewhere, presenting a certificate stating such, will not be allowed admission.

NEET Counselling 2025 – Registration Fee and Forfeiture

Candidates registering for 15% All India Quota/Central University or Deemed University Quota must pay two fees. A non-refundable registration fee of INR 1,000 (INR 500 for SC/ST/OBC/PH) is charged for All India Quota and Central University Counselling. For Deemed Universities, it’s INR 5,000 for all candidates. Those participating in both pay INR 5,000. A refundable tuition fee is also charged: INR 10,000 for 15% All India Quota/Central Universities (INR 5,000 for SC/ST/OBC/PwD) and INR 2,00,000 for Deemed Universities, per a 2018 MCI Gazette notification amending the Regulations on Graduate Medical Education, 1997. If candidates leave without joining, the refundable fee is forfeited. If they join, the fee adjusts against tuition, but they cannot exit or participate in other Counselling processes.

Note:

  1. All India Quota Seats (15%) vacant after the last joining date (22nd July of the admission year) will convert to State Quota.
  2. Institute/college/courses permitted after 31st August will not be considered for admission/seat allotment for the current academic year.
  3. The last date for admission/joining will not extend beyond 31st August.
  4. For time-schedule compliance, Saturdays, Sundays, or holidays (except Independence Day, 15th August) are working days.
  5. The following matrix applies to permissibility for students to exercise fresh choices during Counselling:

  • As per MCI regulations, DGHS Counselling includes AIQ seats, Central Institutions, and Deemed Universities. State/UT Counselling includes State Quota seats and all private colleges in the State/UTs.
